Behind every successful rescue, adoption, and event at EAPL is a team of volunteers who care deeply about animals. Our Board of Directors is made up of people who not only lead, but also foster, fundraise, and roll up their sleeves to make a difference every day. They bring heart, expertise, and endless compassion to the mission of helping every animal find safety, love, and a forever home.

Kelly Burns

Kelly Burns

President

Kelly Burns has volunteered with EAPL since 1994, bringing over 27 years of experience in the pet food industry. She and her husband, Jay, are long-time supporters of the organization who share a deep commitment to animal welfare. At home, Kelly enjoys life with her three dogs—Cyrus, Stewie, and Cookie—and two cats, Seymour and Jo Jo. She also enjoys skiing, reading, and spending time with her daughter, Quinn, who attends college in Illinois. Kelly’s extensive professional background and decades of service continue to strengthen EAPL’s mission to help animals in need.

CATHLEEN TIMMONS

Vice President

Cathleen Timmons has been a dedicated volunteer since 2006. She oversees EAPL’s dog intakes, foster homes, and adoption programs, and coordinates major fundraising events like the annual Zombie Fun Run and Chow Down Pet Supplies’ Customer Appreciation Day. After moving from California to Colorado in 2006, she quickly fell in love with the Evergreen community and its mountain lifestyle. In her 19 years with EAPL, Cathleen has helped rescue and place hundreds of dogs, and she is proud to carry on the work alongside EAPL’s late founder, Jackie Bell.

Cyndi Rice

Treasurer

Cyndi Rice has been a volunteer with EAPL since 2009 and now serves as the organization’s Treasurer. A lifelong animal lover, she shares her home with three cats, including one EAPL rescue, and helps support the community by connecting people and pets in need. When she is not managing the League’s financials, Cyndi enjoys traveling and spending time with her furry family.

Gary Mitchell

Secretary

Gary Mitchell first connected with EAPL through his business and by adopting rescue dogs, which grew into a lasting passion for animal welfare. He now serves as Secretary and regularly volunteers at EAPL’s thrift store, social events, and adoption days. Originally from South Florida, Gary moved to Durango in his early 20s, where he adopted his first dog, Fred, and began a lifelong love of animals. He and his wife, Megan, own Cactus Jack’s Saloon, and they share their home with three EAPL rescues. Gary is proud and grateful to be part of such a compassionate organization.

Bambi Moss

Board Member

Bambi Moss has been an EAPL volunteer since the late 1990s, serving in many roles over the years. Her passion for animals began in childhood through her family’s Hillbilly Hounds 4H group and has continued into a lifelong involvement with dogs, horses, and animal care. Outside of EAPL, she enjoys traveling, gardening, hiking, fishing, camping, and spending time with friends and family. With decades of experience, Bambi remains dedicated to supporting EAPL’s work and the animals it serves.

Erin Feistel

Board Member

Erin Feistel began her journey with EAPL as a foster, later becoming a Team Lead and ultimately joining the board in 2025. She is deeply committed to animal welfare and often fosters dogs with behavioral challenges, helping them build confidence as they prepare for their forever homes. Her patient and compassionate approach shines through in everything she does for the organization. At home, Erin shares her life with her husband and two beloved “foster fail” dogs, Murphy and Dutch. She enjoys spending time with her family and the many fosters that pass through her home on their way to their next chapter.

Ira Moss

Ira Moss has volunteered with EAPL for nearly 20 years, assisting with adoption events, dog transports, and major fundraisers. In recent years, he has also supported the organization’s IT needs and played a key role in the annual Zombie Run. Ira joined the Board of Directors in 2024 and continues to bring enthusiasm and fresh ideas to EAPL’s work. He is proud to support EAPL’s mission and help make a positive impact on animals and the community.

Jenn Waller

Jenn Waller

Board Member & Thrift Store Manager

Jenn Waller’s relationship with EAPL began nearly 20 years ago when she fostered her first dog, and she has been committed to the mission ever since. After being away from EAPL for several years, she returned full-time to the thrift store five years ago and has since been promoted to Manager, a role she currently holds. She has also served on the Board for the last two years. Jenn shares her home with three dogs—all EAPL “foster fails.” She encourages everyone to stop by the EAPL Thrift Store in Evergreen to find unique treasures and support animals in need.

Kirstin Garcia

Kirstin Garcia’s journey with EAPL began as a foster, though she quickly became a “foster fail” after adopting her beloved pup, Chai. Her involvement deepened when she took on the role of Social Media Coordinator, and in 2025 she joined the Board of Directors. Kirstin lives in the Denver Tech Center with her husband, two teenage sons, and three dogs. Outside of her EAPL work, she enjoys traveling, reading, and cozying up for cuddle time with Chai.

Vicky Morrow

Board Member

Vicky Morrow has been part of the EAPL family almost since its beginning. After adopting her first dog—a cocker spaniel mix—she knew she wanted to get more involved. Over the years, she has taken on numerous behind-the-scenes responsibilities, including entering vaccination records, tracking spay/neuter completions, and processing mail and bank deposits. Her support is vital in keeping EAPL’s operations running smoothly. Vicky joined the Board of Directors about six years ago and continues to bring dedication, consistency, and heart to the organization.
